MVNO Global has received response to open letter send to Viviane Reding, EU Information Society and Media Commissioner in order to introduce about efforts to create Pan Europe alternative mobile operator and evaluate potential support opportunities.
On behalf of Commissioner Reding, Mr. Rudolf Strohmeier welcomes MVNO Global initiative, which provide new services to consumers.
“To this end, the Commission is striving to ensure that the electronic communications framework is implemented fully in the EU Member States to ensure that consumers are able to benefit from investments and from healthy competition in the sector”, wrote Mr. Strohmeier.
Commission suggest to apply for EU research funding through EU’s framework programmes at CORDIS (European research and development (R&D) and innovation activities information space). In addition Commission suggests to discover EU funding opportunities in every respective Member State involved in project and contact relevant local authorities.

“MVNO Global” had its first public appearance since establishment at the end of October 2005. Before only visible activity from initiative members were performed through its web portal www.mvno.biz. Since establishment, “MVNO Global” initiative has experience increasing interest from market players through cooperation requests and valuable suggestions for initiative development.
“MVNO Global” initiative spokesmen Mr. Rihards Gailums performed presentation during conference “MVNO Business & Partnering Strategies” this week in Cannes, France.
Through presentation general introduction of initiative were performed and following topics were discussed:
• “MVNO Global” initiative as force of consolidation and development of Europe’s alternative mobile venture;
• Rationale and theoretical background of MVNO Global Venture inevitability;
• EU regulatory framework impact global alternative network;
• “European Company” or SE structure benefits;
• MVNO Global impacts existing domestic and international mobile landscape;

• “MVNO Global” as shareholder value rising instrument and survival possibility of existing MVNO’s;

Since conference were attended by leading market players representing consultants, operational MVNO’s, regulator bodies and host operators, very valuable discussions were performed analyzing initiative mission and strategy, as well several valuable improvements were discovered

Conference confirms MVNOs are the biggest opportunity of the decade in mobile telecoms.
Estimates about the market for 2010 were in the wide range $10-30bn. which testifies of the enormity of the opportunity worldwide. Today MVNOs can be found in Europe and America, but there are strong interest from Asia and the Middle East.
“We heard that MVNOs should be marketing companies to be successful, as the definition of an MVNO is either “everything like an MNO, to the exception of the radio access”, or, in the case of a ‘light’ MVNO, brands that use an MVNE (E for ‘enabler’) or join up directly with an MNO, actually companies that have done a high level of segmentation, identified a niche and designed their offering for it, such as Universal Music Mobile in France (music-oriented Youth population) or Disney Mobile in the USA.
There are still opportunities in South Europe, such as Spain & Portugal where the regulator is providing strong support, or ‘Industry vertical sectors’ that new players have yet to address, especially with data-only offering. Orbitel in Colombia also showed that the Corporate market is a very valid target.

“The global footprint of “MVNO Global” venture should cover EU25 countries and beyond, performing unified and centralized service platform.
“MVNO Global” initiative supports Single European Information Space concept, offering affordable and secure high bandwidth communications, rich and diverse content and digital services.
Nevertheless “de jure” EU is single market, “de facto” EU’s mobile market is very defragmented with considerable roaming and global services (112 and invehicle emergency call service) implementation problems.
Examples how EU Information Society could benefit from “MVNO Global” technical platform and operations:
1. Implementing EU global mobile safety services using “MVNO Global” technical platform, like eSafety initiative for pan-European invehicle emergency call service. The cars could be equipped with GSM transmitters using SIM card with one of “MVNO Global” countries numbering range. “MVNO Global” initiative to consolidate Europe’s mobile players

Luxembourg (November 7, 2005) – MVNO Global initiative has announced its efforts to consolidate already operating Europe’s virtual mobile operators (MVNO’s) in order to create Pan Europe alternative mobile operator. Consolidation will be performed through creating brand new type of “EU company” - The European Company; "Societas Europaea" or SE and performed by horizontal consolidation merger.
The basic idea behind project is to create “Next generation MVNO” global network with Europe wide coverage, consisting from all GSM/UMTS network elements, except radio access, and centralized service platform, connected by broadband network and binded with each countries incumbents through interconnection agreements. The target market is medium and high-end business and residential users, other MVNO’s and service and content providers willing to start global operations on company’s technical platform.
At first stage of project analysis of EU15 countries mobile markets will be performed in order to identify mobile market alternative key players and select those will be invited to negotiate aspects of fore coming merging process. Throughout second stage all separate networks and service offerings will be upgraded to developed standardized platform. In third stage other countries networks will be developed and connected.

Initiative rationale
The key principle behind initiative to merge existing MVNO’s is to create shareholder value over and above that of the sum of the companies; hence companies together are more valuable than separate companies. This rationale is particularly alluring to existing MVNO’s and SP’s operating in tough mobile markets like Denmark and Finland. The companies should come together to benefit from economies of scale, thus reducing duplicate departments or operations, lowering the costs of the company and increasing profit. The companies in addition benefit from synergy: better use of complementary resources, centralized service platform and value of global brand name.
